Well if you take in consideration wind strengh and wind consistency then you should at least put whatever spot in the North East of Brazil in this list. With a windy season of aprox. 8 months with windprobability of above 99% and a windstrengh of 24knots + there is absolutely no doubt at all that Prea is at least in the top 3 of that list!!!!!

6 hours drive from fortaleza..
Been here already twice (high season & off season) and the wind is always on..
25 knots and very constant.
